Some customers start with us providing a couple of our key services which then ends up growing as we continue to work together.

With some of our other customers they are limited to the number of suppliers they are allowed to have on their approved supplier lists. By using HLA for their facilities management they can outsource several services delivered by one company (us), which makes it easier for them to manage.

Our contracts team (quite often referred to as the ‘A’ team), are excellent at maintaining work. This is anything from free site surveys to delivering maintenance proposals, log sheets and managing customers.

We have our very own team for direct labour. This coupled with a strict vetting system of all our sub-contractors means we only use the tried and tested, resulting in a high level of expertise within their job skill sets and they are extremely reliable.

What sort/any new types of legislation should Facilities, Maintenance and Procurement Managers be aware of?
Our team constantly monitor industry for changes in legislation and pass this guidance onto our customers and advise how best to satisfy the criteria.

What sort of Plumbing does HLA services provide?
We deliver day to day responsive plumbing maintenance work including call outs for burst pipes, blockages, flooding and water heaters. We also undertake lots of regular servicing work.

Any recent or common problems or challenges which businesses face on a regular basis?
Not really – all our customers know who to call for what services.

HLA Services are an Approved Contractor registered with WRAS (Water Regulations Advisory Scheme) which means HLA:
(a) has been approved by the water undertaker for the area where a water fitting is installed or used, or
(b) has been certified as an approved contractor by an organization specified in writing by the regulator.

Gary Logan is a member of The Chartered Institute of Plumbing and Heating Engineering (CIPHE) is the professional body for the UK plumbing and heating industry.
The CIPHE provide lots of resources which enables me as a Manager to undertake Regular Toolbox talks and training with our team. Gary is a Registered Plumbing Professional with the Chartered Institute of Plumbing and Heating Engineering, allowing Gary to again self-certify plumbing works.

How does HLA keep up to speed with changes in legislation and training in plumbing?
Continued CPD. Actually, I’ve never worked at a company that does so much training for its staff as HLA.

We invest heavily in training and all of maintenance plumbers are registered with the WRAS approval scheme.

The CIPHE provide lots of resources which enables me as a Manager to undertake Regular Toolbox talks and training with our team.

What role does the Pipework department perform as part of HLA services?
Our pipework service is delivered by the Mechanical department. We work with end users or with a Main Contractor. We also deal with specialist suppliers like BMS Controls (Building Management Systems), insulation specialists, medical gases and design consultants.

We design, supply, install and test all pipework including; heating, domestics, plumbing, above ground drainage, compressed air, deionised water and gas.

From initial estimating to procuring, ordering, cost control and delivering pipework on site.
We’re also responsible for hiring in scaffolding, cherry pickers and access equipment for all jobs in progress.

Is there such a thing as a typical day in the HLA Pipework team?
(laughing), No – every day can be very different.

Good communication with our operatives like plumbers and heating engineers who are on site is so important. As a team we could be on the phone at the beginning and end of the day.

Although we have a department at our Boldon office, you’ll often find us on site pricing a new job or supervising work on a site.

What sort/any new types of legislation should Facilities, Maintenance and Procurement Managers be aware of when it comes to pipework?
There are lots of Gas regulations which businesses need to ensure they are up to date with when it comes to gas safety. All HLA’s mobile engineers are Gas Safe and OFTEC Registered.

We are responsible for the HLA team having up to date CSCS cards. CSCS is the leading skills certification scheme within the UK construction industry. CSCS cards provide proof that individuals working on construction sites have the required training and qualifications for the type of work they carry out.

All of our plumbers are WRAS approved which means we can say with confidence that our installations comply with the appropriate regulations no matter who has installed the work.
Businesses should be aware of CDM (Construction Design Maintenance Regulations). CDM aims to improve health and safety in the industry by helping businesses to sensibly plan the work so the risks involved are managed from start to finish and through the entire maintenance life cycle.

We are responsible for RAMS (Risk assessment and method statements).
A risk assessment is simply a careful examination of what, in your work, could cause harm to people and weigh up if you have enough precautions in place. Safety method statements are most often found in the construction sector. They are particularly helpful for: higher-risk, complex or unusual work.

With this in mind we continue to develop our skills and training around Asbestos Awareness and Working at Height.

What legal obligations do duty holders need to meet for water hygiene and Legionella risk assessments?

What sort of water hygiene services does HLA services provide?
At HLA Services we can offer fully compliant Water hygiene services.

What legal obligations do duty holders need to meet in terms of water hygiene?
If you’re a duty holder, it is your legal obligation to carry out a Legionella risk assessment.
The Control of Substances Hazardous to Health Regulations 2002 (COSHH) provide a framework of actions designed to assess, prevent or control the risk from bacteria like Legionella and take suitable precautions.

We provide customers with ACOP L8 and BS 8580:2010 workplace compliance and documentation.

Are there any specific industry sectors HLA provide water hygiene services to?
We provide full water hygiene services to a wide variety of customers from Healthcare, factories and manufacturing, to the automotive industry, to education and food and drink manufacturing.

HLA Services explains how their customers save money with the Enhanced Capital Allowance Scheme for energy-saving lighting or electrical systems

What sort of Electrical work does HLA services provide?
We design, install, and provide commission testing, certification and verification of electrical work for industrial, commercial and retail businesses across the North East and the UK.

All HLA Services electricians are Joint Industry Board graded or Time Served ECS Certified.

Can you describe any recent examples of when you added value to a customer in terms of electrical services supplied?
For some of our manufacturing sector customers, we have upgraded to more energy efficient lighting. We have reduced their Co2 emissions and made some substantial long term energy savings.

The Enhanced Capital Allowance (ECA) Scheme (which used to be the Carbon Trust), means that a business can invest in energy-saving lighting or electrical systems that might otherwise be too expensive.

How it works is that the first year allowances let businesses set 100% of the cost of the assets against taxable profits in a single tax year.

An ECA is claimed through a business’s income or corporation tax return in the same way as any other capital allowance. We can work closely with the customers’ procurement or buying team and their accounts department to provide all the technical product information they require to work out the calculations and cost savings.

Are there any types of legislation should businesses be aware of when it comes to electrical services?
At HLA we’re members of NICEIC, which is the Approved Contractors Scheme, which is for electrical contractors undertaking design, installation, commissioning and maintenance of electrical installations to BS 7671 – General Electrical supplies.

Businesses should also be aware of:
BS5266 – Code of practice for emergency lighting.
BS5838 – Code of practice for fire detection and fire alarm systems.
IET (Institute of Engineering and Technology) Wiring Regulations.
IET CoP for In-Service inspection and Testing of Electrical Equipment including PAT.

What sort of Ventilation services does HLA services provide?
We provide industrial and commercial ventilation from offices, small shops and retail to automotive and manufacturing plants. We also do lots of work with Regional Universities with their new and established buildings.

How much experience and expertise does the Ventilation team have and how does this benefit HLA customers?
The Ventilation team have been working closely for a number of years now, with individuals’ experience varying from 15-40 years each. Put that all together and you’ve got a highly experienced team with hundreds of years of collective experience, which is why our customers always turn to us for advice.

We have good working relationships with all suppliers and we’re not tied to specific suppliers, and that means we’re always flexible to our customers’ needs. When a customer specifies a particular product, we are knowledgeable and we’ll offer what they have specified, but we’ll often offer an alternative choice which will more than often offer savings.

What sort/any new types of legislation should Facilities, Maintenance and Procurement Managers be aware of when it comes to Ventilation?
DW/144 legislation is recognised as the standard against which the quality of ductwork in manufacture and installation should be measured.

DW/144 Specification for Sheet Metal Ductwork stipulates that leakage testing of high pressure ductwork is mandatory.

Being members of CIBSE (Chartered Institution of Building Services Engineers) means we’re constantly updated with industry changes as well as mandatory updates and training with HSE.

Are there any recent changes in technology or products which should be on the radar of facilities managers?
Regulations are changing and we have at least one update a year and customers are advised of these changes by ourselves and HSE.

What is LEV and how can LEV systems protect workers in industrial, welding industries, chemical mixing or paint labs?

What are LEV systems and their benefits?
LEV is a form of extraction for product operators, from harmful or hazardous substances. It reduces the amount of harmful fumes and dust particles which can effect asthma and it protects staff from work related diseases like lung disease.

LEV systems are ventilation systems designed to take away contaminated air away from the operator’s breathing zone.

What sort of businesses and organisations does HLA Services work with to provide LEV systems?
We work with lots of manufacturing companies like International Paints and Nissan for example.

A lot of our customers are from industrial, welding industries, chemical mixing or paint labs.

LEV systems should be in place in a number of sectors; to remove organic dust in the food industry, mists and solvents from paint spray and mixing, fumes from welding or soldering or Carbon Monoxide from furnaces.

What are the legal obligations businesses need to be aware of?
HSE legislation surrounding LEV is constantly changing to adapt to new technology and environmental controls. At HLA we’re in constant contact with HSE and manufacturers to maintain training and knowledge on a continued basis.

HSG258, COSHH Regulations 7 and 9, HSE require businesses to have a Hierarchy of Control of airborne contaminants at work.

Are there any new products or services which businesses should know about?
HLA Services are the sole Northern distributor of Plymovent and Northern distributor and designers of Camfil products which include welding arms, fume cabinets, partial and total enclosure.

As an employer, HLA are supportive with training and work hard to maintain relationships with our partners and manufacturers.

In terms of professional qualifications, HLA remain dedicated to continual training and our team have P601602 which is the Design and Installation of LEV, and are active ILEVE and CIBSE members.
